  • The basic idea of the transformation, that is to advance and tailor the Bundeswehr in line with the developments in security policy, is still considered to be the right concept. The Bundeswehr has conceptually adjusted itself to the dynamically developing security environment and the new tasks with a good sense of proportion. The modernization of our equipment is making progress. We are using the available resources in an economical way and with particular orientation towards specific selective measures.This is being achieved by an enhancement of the economic efliciency in procurement and operation as well as by a conscious acceptance of the still existing capability deficiencies. We must be able to manage the missions of today and tomorrow. Constant adaptations are therefore inevitable. We will have to continuously review our further development by gearing our efforts to the superior goal of the transformation just as in a feedback loop. And we will adhere to the classic military principle and establish focal points.Transformation is a tool set to lay tracks in undeveloped terrain, to build bridges, and to define speed zones.Transformation supports situations recurring at regular intervals for staff with command responsibilities: Decision- making in times of uncertainty.To that end, we must - In future, too - be willing to let go of familiar things and activities and to develop unknown terrain.This is the mental challenge of the transformation which requires an intensive dialogue and an approach on a partnership basis between politics, Bundeswehr, society, and trade and industry. The personnel of the Bundeswehr are basically in the center of all deliberations here. Command responsibility and command culture are determinant for dealing with each other in the Bundeswehr and for motivating each and everyone of us. Motivated and qualified personnel continue to be the prerequisite for the operational readiness of the Bundeswehr. (Europäische Sicherheit / SWP)
